As the first calls for tender for rail services under contract are launched, access to data is becoming a major issue: organising authorities need it to define their needs and organise healthy competition, while candidates need it to take part and present robust bids. In France, a recent decree has clarified the rules of the game, overseen by France’s Transport Regulatory Authority. The decree governs the level of detail of data and how it is made available to organising authorities and to bidding candidates. It also sets out a confidentiality framework designed to protect trade secrets. This session will review the state of play in all these areas.
